The College of International Education (CIE) was established in May 2010, which is responsible for three types of international education programs: international students, Chinese and British undergraduates and Chinese-foreign cooperative education. CIE revolves around the strategic goal of opening up China to the west and building the core area of the Silk Road Economic Belt, aims to take international exchange and cooperation as opportunities for further spreading the culture and fostering cultural innovation, and actively constructs a new pattern of cultivating international compound undergraduate talents with all round development in morality, intelligence and physique.

CIE now has more than 90 faculty and staff, of whom there are over 20 international teachers and more than 40 professional teachers with overseas master degrees or above. They jointly undertake the teaching work with teachers from the College of Water Resources and Civil Engineering, College of Transportation and Logistics Engineering, College of Public Administration, College of Economic Management, and College of Computer and Information Engineering in seven majors, which are International Economics and Trade, Human Resource Management, Accounting, Marketing, Information Management and Information Systems, Transportation (Logistics Engineering Direction), and Civil Engineering.

CIE’s core competencies lies in the teaching of IELTS, Russian, and Chinese, introducing foreign courses taught in English and Russian as its professional teaching features, integrating Chinese-foreign training programs as its training features, which are in line with training, assessment, evaluation modes, and teaching evaluation requirements of Chinese-foreign dual standards.

Since 2013, a total of 3438 students (including 2 foreign students) have been enrolled in seven undergraduate majors of CIE. Now it has 977 graduates from total graduating classes of six majors in the past seven years, of whom 302 have obtained dual bachelor's degrees from both China and foreign countries, 122 graduates (12.5%) have decided to pursue master degrees or above, and 74 of them (60.7%) have chosen to study aboard for master degrees or above. In autumn 2023, CIE had 2,263 students enrolled in 65 classes, of which 2,043 were on campus and 193 in Russia.

Starting from 2020, CIE has initiated the internationalization of undergraduate student source structure. So far, two international undergraduate classes, International Economics and Trade and Human Resource Management, have foreign students, which further promotes development of homogenization management for Chinese and foreign students.

Ever since 2021, in order to accelerate the internationalization of undergraduate education and teaching in professional colleges, XJAU has taken CIE as the organizing and operation guarantee unit of the program, and professional colleges as the student management and training unit - that is, CIE undergraduate students were transferred to the professional colleges for further management and training. Currently, a total of 16 classes of three majors in CIE have been transferred to the College of Water Resources and Civil Engineering, the College of Transportation and Logistics Engineering and the College of Computer and Information Engineering.
