CHAPTER I
GENERAL PROVISIONS
Article 1
To ensure the smooth progress of the admission work for international students and standardize admission practices, these regulations are formulated in accordance with the ‘Education Law of the People's Republic of China’, the ‘Higher Education Law of the People's Republic of China’, the ‘Measures for the Administration of the Recruitment and Cultivation of International Students in Schools’, the ‘Quality Norms for Higher Education of International Students in China’, the ‘Exit and Entry Administration Law of the People's Republic of China’ and other relevant laws, as well as in combination with the ‘Measures for the Recruitment and Cultivation of International Students of Xinjiang Agricultural University’.

Article 3
Located in the downtown area of Urumqi, the capital of Xinjiang Uygur Autonomous Region, Xinjiang Agricultural University is a public university with strengths and characteristics in agricultural science.
Article 4
The enrollment of international students from XJAU abides by the principle of fair competition, equitable selection and merit-based admission.
Article 5
XJAU accepts full-time international students applying for varies levels, including bachelor’s, master’s and doctoral degree and non-degree preparatory program: Chinese language learning.
Article 6
In accordance with the relevant national regulations, social needs, the overall development goals of the university and the verified university scale, the disciplines and majors shall be established and adjusted; the duration of the academic education for international students shall be determined and the training programs and enrollment plans for disciplines and majors shall be formulated.
CHAPTER II
ORGANS
Article 7
The Admissions Committee of Xinjiang Agricultural University is the leading body for the university's admission work. The leading group for the International Students Admission, a subordinate body under this committee, oversees the admission of international students, with its office located in the College of International Education (CIE) of Xinjiang Agricultural University.
Article 8
The College of International Education (CIE) of Xinjiang Agricultural University is the unit responsible for organizing and implementing the admission work for international students under the guidance of the XJAU's leading group for the Admission of International Students. The Overseas Program Office is specifically in charge of the daily work of international student admission and scholarship program management of Xinjiang Agricultural University.
CHAPTER III
ENROLLMENT
Article 9
The admission and enrollment work for international students of Xinjiang Agricultural University shall implement the relevant provisions of the Ministry of Education, and formulate the annual admission plan for international students in light of the university's actual situation under the guidance of the Foreign Affairs Office of the Education Department of Xinjiang Uygur Autonomous Region.
Article 10
In the recruitment of international students, XJAU evaluates applicants' comprehensive abilities such as learning motivation, honesty and trustworthiness, cross-cultural communication and understanding, and academic foundation during the document collection and review stage, and assesses their language expression, logical thinking and professional knowledge through written examinations and interviews.
Article 11
Public courses in our university are taught fully in Chinese. Major professional courses of undergraduate programs: ‘International Economics and Trade’, ‘Human Resource Management’, ‘Marketing’, ‘Accounting’, ‘Computer Information Management and Information Systems’ are taught in English; the Chinese-foreign cooperative education programs: ‘Transportation’ and ‘Civil Engineering’ are taught in Russian. all other programs are taught in Chinese.
Article 12
International students applying for bachelor's, master's or doctoral degrees shall meet the corresponding requirements of the annual admission plan in terms of Chinese proficiency and disciplinary basic knowledge. Those who fail to meet the requirements may apply for preparatory study for a maximum period of two years. The eligibility for processing to the degree program shall be determined based on the preparatory academic results and performance, the training mode of the professional college and their results of academic assessment and evaluation.
Article 13
International students applying to study in China for degrees mainly taught in foreign languages should meet the corresponding requirements for both Chinese and foreign language proficiency as stipulated in the enrollment plan for the current year.
Article 14
Upon their registration, the university shall conduct a preliminary review of the new students’ admission qualification. If the original documents submitted are inconsistent with the application materials, the admission qualification shall be canceled. Students who fail to pay the required fees within 15 working days after enrollment shall have their admission qualification canceled. Those whose admission qualification is canceled shall be required to leave China within a time limit.
Article 15
Prior to going through the formalities for coming to China, students and their legal guardians shall sign a commitment letter for studying in China. As students of Xinjiang Agricultural University, international students shall abide by the university's rules and regulations. Any student who violates the terms of the commitment letter for studying in China, violates the laws of the People's Republic of China and is subject to penalties, or violates the university's rules and regulations and is subject to penalties such as expulsion from school shall have their student status revoked and be required to leave China within a time limit.
CHAPTER IV
GRADUATION AND CRTIFICATE ISSUANCE
Article 16
The language proficiency requirements for graduation shall be implemented in accordance with the Notice of the Ministry of Education on Issuing the ‘Quality Norms for Higher Education of International Students in China (Trial)’. Students who complete the contents specified in the teaching plan within the prescribed study period, have passed the exam, and met the graduation requirements, are allowed to graduate and shall be issued a graduation certificate. Those who obtain a graduation certificate and meet the degree awarding conditions shall be issued a degree certificate. Non-degree students who complete the academic requirements shall be issued a completion certificate and a academic transcript. Those who fail to complete the academic requirements shall only be issued a academic transcript.
CHAPTER V
SCHOLARSHIPS
Article 17
XJAU implements the admission requirements of scholarship programs such as the Chinese Government Scholarship, the International Chinese Language Teachers Scholarship, the Scholarship for International Students of the People's Government of Xinjiang Uygur Autonomous Region and the Scholarship for International Students of XJAU. For details, please refer to the annual announcement on scholarships for international students of XJAU.
Article 18
The admission and evaluation of scholarship students of XJAU shall be carried out in accordance with the admission requirements and provisions of the scholarship programs announced annually, with priority given to candidates recommended by the government and XJAU's overseas partner institutions.
Article 19
XJAU, taking into account the actual situation of our university, shall formulate and implement the ‘Xinjiang Agricultural University 2026 Scholarship Program for International Students Studying in China’ and its funding measures, as well as provide monthly living allowances to scholarship recipients and implement a dynamic evaluation management mechanism for their academic progress during the semester, fully leveraging the effect of the scholarships in incentives and penalties on International students.
Article 20
International students enrolled at XJAU who are not studying on the campus are not eligible for the International students’ scholarships.

Article 24
This regulation is applicable to the admission of international students at XJAU in 2026 and shall come into effect from the date of its announcement.
Article 25
These regulations shall be interpreted by the Admission Office for International Students of XJAU.
